Under section 271 of the Communications Act of 1934, as amended, the Bell Operating Companies must file applications with the FCC on a state-by-state basis in order to provide in-region interLATA services. Procedural requirements and policies relating to the Commission's processing of these applications are explained in FCC 97-330.
